«Paving the way to interregional mobility and ensuring relevance,
quality and equity of access»


The general aim of the project: strengthening interregional integration and cooperation through the development of reliable joint tools to strengthen the international dimension of higher education systems and their compatibility between the four regions and the EHEA; support the modernization, accessibility and internationalization of 24 PC Universities from 8 countries belonging to 4 different regions.
Specific objectives:
1.To share the knowledge of the credit system used in each partner country, to analyze the actual meaning “credit” in each partner institution and to develop common language for the definition of “Learning Outcome” and “Workload”.
2.To share information on if and how the ECTS are applied and used in the partner countries.
3.To enhance the human resource capacity in planning, delivering and evaluating degree courses through specific 1 week retraining of 111 staff in Europe.
4.To implement concrete pilot examples in some degree courses developed in the framework of previous joint projects.
5.To analyze the grade system in each country and in each Partner institutions and provide a concrete comparison in the selected degree courses.
6.To collect data on credits recognition and grade transfer within the project in 4 regions.
7.To provide a table with percentage of students’ performances in the last 3 years in at least 5 fields of study among the pilot courses.
8.To establish a Quality Plan for the assessment of activities and results of the project and conduct periodical evaluations.
9.To establish follow up actions in cooperation with EU universities by signing bilateral agreements in view of “Credit Mobility” program calls and inter-institutional cooperation.
10.To establish and apply appropriate dissemination strategies and tools of results, actions and documents to staff of other regional universities, to local authorities and to Ministries of Education, throughout the whole project.

The third meeting and monitoring within the framework of PAWER project 574099-EPP-1-2016-1-ITEPPKA2-CBHE-SP PAWER «Paving the way to interregional mobility and ensuring relevance,quality and equity of access» in KazNAU (Almaty).


From May 16 to May 17, 2018 at Kazakh National Agrarian University (Almaty) was held the meeting within the framework of the PAWER project 574099-EPP-1-2016-1-ITEPPKA2-CBHE-SP PAWER «Paving the way to interregional mobility and ensuring relevance, quality and equity of access». Universities of Italy, Bulgaria, Poland and Great Britain, as well as partner universities of 8 countries, belonging to 4 different regions (Central Asia, Russia, Caucasus and Asia) along with Tasbulatova Sh.U the coordinator of the Erasmus+ National department in Kazakhstan attended this meeting. Baikenova G.E., local Project coordinator from the university and Turovskaya Y.I., deputy head of The Center for International Cooperation and Academic Mobility were participants from Sh.Ualikhanov KSU.
The meeting began with a welcome speech by the rector of the university, professor T. Espolov. In his speech, he spoke about the university achievements and underscore the importance of the PAWER project. Then a welcome speech was given by Sh.U. Tasbulatova, the coordinator of the Erasmus + National department in Kazakhstan.
The general  overview of the project was presented by Dr. Massimiliano D'Noncoceno from L'Aquila University. In his presentation he briefly showed the main activities of the project, and gave the scenario for the second and the third year of the project.
Doctor Georgios Dafoulas from Middlesex University (England) spoke about WP2 and WP3.  He reported about the events and training that took place at the end of 2017.  During the discussion he mentioned the necessity of retraining for the administrative and academic staff of the university.
T. Monostory from Szeged University (Hungary) spoke about WP4. In his speech he told that its necessary to choose 5 directions of pilot training. During the discussion was decided to launch pilot training from 2018-2019 year.
K. Kafarski from Wroclaw (Wroclaw,Poland) University of Natural Sciences spoke about WP5. In his speech, he said that questionnaires were developed to assess the quality, project monitoring and project meetings. After each event, a questionnaire is conducted and analysis and processing of surveys is done.
On the second day Marco Calabrese, the financial manager of the PAWER project gave a talk. All the financial management and reporting on the project was explained by him in detail.
According to the agenda, the last day of the meeting was devoted to individual meetings between L'Aquila University and each partner. All individual meetings ended after a brief session of "Questions and Answers".
On May 17, 2018 at  Kazakh National Agrarian University (Almaty) was held the monitoring meeting within the framework of the PAWER project 574099-EPP-1-2016-1-ITEPPKA2-CBHE-SP PAWER «Paving the way to interregional mobility and ensuring relevance,quality and equity of access». Tasbulatova Sh.U., the Erasmus+ National coordinator in Kazakhstan, as well as all the Kazakh partners of the project and representatives from L’Aquila University Massimiliano D’Noncoceno and Marko Calabrese attended the monitoring meeting.
The purpose of the monitoring was to evaluate the stages of implementation of the PAWER project at the moment, as well as to obtain information on the results and achievement in accordance with the project's logical and structural matrix, to familiarize with the real situation in which the project is implemented, and the impact and sustainability of the project at the national level.
During the monitoring meeting, questions were raised on the relevance, impact and sustainability of the project at the national level, the effectiveness of implementation, the impact to date and the strategy for disseminating the results of the project. Each of the participants from the universities presented the coordinator their results and justified their role in the project.
Based on the results of the monitoring, the coordinator of the National Department of the Erasmus + program Shaizada Umurzakovna expressed her comments and remarks, which were noted by all monitoring participants, and she told about her expectations regarding the development of the project.

Training seminar in the framework of the EU ERASMUS+ KA2 574099-EPP-1-2016-1-IT-EPPKA2-CBHE-SP project «Paving the way to interregional mobility and ensuring relevance, quality and equity of access»


On April 6, 2018 in Sh. Ualikhanov Kokshetau State University was held the training seminar on the results of international training courses within the framework of the EU ERASMUS + KA2 574099-EPP-1-2016-1-IT-EPPKA2-CBHE-SP project «Paving the way to interregional mobility and ensuring relevance, quality and equity of access – PAWER »”( the trainings were held in Great Britain, Poland and Hungary). In the course of these trainings, the employees from Sh. Ualikhanov KSU received training in issues of credit mobility and ECTS credits.
In this regard, during the seminar, the trained employees share their experience with the university staff (advisors of  the faculties and specialties, ECTS faculty coordinators, teachers) who are engaged in the issues of academic mobility, the trajectory of training, transfer of ECTS credits, assessment of educational achievements.
The following topics were discussed: recognition and transfer of ECTS credits and grades; the administration unit that supports student mobility; procedure for recognizing the results of academic mobility.
At the end of the seminar, the participants were awarded certificates.

The second meeting within the framework of project 574099-EPP-1-2016-1-ITEPPKA2-CBHE-SP PAWER " Paving the way to interregional mobility and ensuring relevance, quality and equity of access "


           From 26 to 28 September 2017, the second meeting of the project 574099-EPP-1-2016-1-ITEPPKA2-CBHE-SP PAWER "Paving the way for interregional mobility and ensuring conformity, quality and equality of access " took place at the National University of Mongolia (Ulanbator, Mongolia). The universities of Italy, Bulgaria, Poland and Great Britain, as well as partner universities from 8 countries belonging to 4 different regions (CA, Russia, Caucasus and Asia) participated in this meeting. Gulim Iskakova the local project coordinator from                           Sh. Ualikhanov KSU attended this meeting.
    The meeting began with a welcome speech by the pro-rector of the National University of Mongolia, Professor B. Ochirguyaga. In his speech, he stressed the importance of the PAWER project for the university and the Mongolian strategy for internationalization and capacity building among the new generations of Mongolian students.
            After the first greeting prof. Anna Tozzi, Vice-Rector for International Relations at the University of L'Aquila and the Chief Project Coordinator briefly described the main objectives of the project. Professor Tozzi stressed the importance of "mobility", "credit recognition", "common language".
    A general overview of the project was presented by Dr. Massimilliano D’Innocenzo of L'Aquila University, who briefly presented the main activities of the project, the action plan for the first and second year of the project. Then Dr. D'Noncoceno listed the missing administrative documents on partnership agreements, forms of financial identification and a letter approving the replacement of the University of the Caucasus.
    Dr. George Dafoulas from the University of Middlesex (England) spoke on the "Organization of Study Tours in the EU" (Development). He informed in general about the activities carried out and the preparation of training weeks, which will be organized in Europe at the end of October 2017. During the discussion, a formal decision was made that the training weeks will be held at the University of Middlesex (UK), the University of Szeged (Hungary) and the University of Applied Sciences in Wroclaw, Poland, rather than at the University of Chemical Technology and Metallurgy (Bulgaria), as provided in the original form of the project.
             All working packages were made by leaders of working packages with presentations, stressing the importance of implementing and maintaining deadline
    According to the agenda, the last day of the meeting was devoted to individual meetings between the University of L'Aquila and each partner. At this meeting, the main attention was paid to several problems that partners have when filling out documents, transferring money, providing documentation. All individual meetings ended after a brief session of "Questions and Answers".     All participants of the meeting were awarded certificates.

Training workshop at the University of Middlesex, United Kingdom


              In November 2017, a training workshop was held at the Middlesex London University in the framework of the Erasmus + PAWER project "574099-EPP-1-2016-1-IT-EPPKA-CBHE-SP "Paving the way for interregional mobility and ensuring conformity, quality and equality of access." The coordinator of the project is the University of L`Aquila, Italy. The workshop was attended by 34 participants from partner universities. The vice-rector on scientific work and international relations Zharkinbekov T. N. and the head of the Center for International Cooperation, Internationalization and Academic Mobility Kakabaev A. A. took part from our university.
    At the workshop "Recognition and Transfer of Credit Distribution and Classification Systems", the following issues were considered: the training system of the EU countries (Great Britain, Poland, Hungary, Italy), Central Asia (Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan). Caucasus (Azerbaijan, Georgia), Mongolia and Russia; the cycle of the Bologna process, the recurrence of ECTS credits, the policy of universities on academic mobility.
The training workshop was held in an interactive form. Each university compiled its portfolio, which was maintained throughout the workshop. Each presentation was based on specific requirements, i.e., general aspects and differences were identified between higher education institutions. Particular attention was paid to preparing participants for the dissemination of knowledge gained during the training. At the end of the workshop the participants were given certificates. Dr. George Dafoulas, member of the organizing committee of the School of Science, acquainted participants with the activities of the University of Middlesex London, conducted an excursion around the campus. The training workshop was held in the building of the Middlesex City Council of London.

Training workshop at the Wrocław University
of Environmental and Life Sciences (Wroclaw, Poland)

   In the period from 10 to 19 November 2017, a training workshop was held at the University of Natural Sciences in Wroclaw (Wroclaw, Poland) as part of the Erasmus + PAWER project of the European Union "574099-EPP-1-2016-1-IT-EPPKA- CBHE-SP "Paving the way for interregional mobility and ensuring conformity, quality and equality of access". The coordinator of the project is the University of L`Aquila, Italy.
    The head of the chair of pedagogy, psychology and social work Lisa Naviy took part in the training workshop from the Sh. Ualikhanov KSU.

Training workshop in Szeged University, Hungary

    Between December 27 and December 1, 2017, Szeged University, Hungary, a training workshop was held within the framework of the Erasmus + PAWER project 574099-EPP-1-2016-1-IT-EPPKA-CBHE-SP " Paving the way for interregional mobility and ensuring conformity, quality and equality of access ". The coordinator of the project is the University of L`Aguila, Italy.
    The workshop was attended by the Deputy Head of the Center for International Cooperation, Internationalization and Academic Mobility Yekaterina Turovskaya and the head of the registration department of educational achievements of students Gulzhan Shukenova.
    During the workshop, the following topics were presented and discussed: questions: the system of training of the EU countries (Great Britain, Poland, Hungary, Italy), Central Asia (Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan). Caucasus (Azerbaijan, Georgia), Mongolia and Russia; cycle of the Bologna process, ECTS credit transfer, academic mobility policy of universities, Credit and assessment recognition and transfer methods (EU), Methods for recognition and transfer of credits and assessments (PCI), Bologna system of qualifications, European system for transfer and accumulation of credits, , Mobility Agreements, Mobility Support, Credit Transfer Demonstration, Policy Gap Definition, Policy Development Workshop, Defining Procedural Gaps, Workshop on Establishing a Procedure, Analysis of learning needs, structure learning instructional materials. The training was conducted by representatives of various higher educational institutions dealing with education.
          The universities participating in the training workshop presented their own training system, evaluation systems. After each speech, the participants answered questions.
    Each issue of the training was discussed in groups throughout the workshop. Each participant compiled a portfolio on the topic of the workshop from the position of the rank, which was filled throughout the workshop.
For each issue, common aspects and differences between universities were revealed.
Particular attention was paid to the preparation of participants for the dissemination of knowledge in their own universities, received during the training workshop. At the end of the event, all participants were given certificates.

Kick-off meeting within the framework of the project
574099-EPP-1-2016-1-ITEPPKA2-CBHE-SP PAWER
«Paving the way to interregional mobility and ensuring relevance, quality
and equity of access»

From February 27 to February 28, 2017, the first coordination meeting (kick-off meeting) was held at the University of Natural Sciences in Wroclaw (Wroclaw, Poland) as part of the project "Paving the Way for Interregional Mobility and Ensuring Relevance, Quality and Equality of Access." The universities of Italy, Bulgaria, Poland and Great Britain, as well as partner universities from 8 countries belonging to 4 different regions (CA, Russia, Caucasus and Asia) participated in this meeting.
On the first day at the official opening, a welcoming speech was made by the representative of the University of Natural Sciences in Wroclaw. The main coordinator Ms. Anna Tozzi gave a presentation on the goals, tasks and working packages of the PAWER project. National coordinators from each partner country presented a national and institutional level on mobility and recognition. The session ended with the discussion of working packages.
On the second day the financial manager of the PAWER project Marco Calabrese spoke. He explained in detail all the financial management and reporting in order to clarify the financial rules of the Program.
All participants of the kick-off meeting were awarded certificates of participation.
